Mucho Más Mayo Young Talents Art Festival is a program of artistic interventions in the urban media, expanded for the youth in all registors of creativity; using public space and unconventional places in the city of Cartagena (Province of Murcia, Spain).

The festival will include a public notification of artistic projects, that in this fifth anual festival agree with these following conditions:

OFFICIAL ANNOUNCEMENT

The Youth Council of the the city council of Cartagena convokes the 5th Festival of Mucho Más Mayo that takes place between the 3th and 22nd of May.
The reason for this convene is the selection of the projects that will take part  in the 2010 edition of Mucho Mas Mayo.
    
PARTICIPANTS

They can present to the present convene, individually or in a group, named and represented; youths that are between 16 and 35 years of age before the 31st of December.

DURATION OF THE FESTIVAL

The duration of the festival will be 21 days, carrying out the workshops and series of conferences between the 3rd and 16th of May.
From the 14th to the 22th of May, the projects that were selected by the convene will be presented.  

SPACES AND LOCATION

It is proposed that the participants use the possible places in the city of Cartagena. Unused buildings, streets, squares, gardens, land lots, etc. Appropriate dates for the finished work will be set through the establishment of a specific calendar by the organization committee so that the artworks will not overlap one another following the criteria of availability of the spoken places, with the confirmation and approvement of the participant artists.

For this years festival, as complementing the general spaces in the city, a confined part of the city has been selected for the specific intervention. THE SPACE in this occasion is proposed to be the BARRIO DE LA CONCEPCIÓN.

PRESENTATION OF THE PROJECTS

Projects of any artistic discipline or registors of creativity can be presented.

Each artist, or group of artists, can present a number of projects that they consider convenient.
Any theme can be chosen.
 

In the presentation of the project a specification must be made, whether the handwork is unpublished or has been presented before, meaning the date and place where they were finished.

The full listing with the corresponding documentation needs to be handed in to the Council of Youth in Cartagena, the address being Paseo Alfonso XIII, Number 30203, Cartagena, from monday to friday between 9:00 am and 14:00 pm or by registred postage.

The presentation of application by the Post Office must be sent in open envelops with the application´s header certified with clear stating the name of the office and date of the presentation in concord with article 31 of the Real Decree 1829/1999, of the 3rd of december.

The deadline for the presentation of the projects ends on the 19th of febrary.

NECESSARY DOCUMENTS TO FORMALIZE THE INSCRIPTION

The registration form will be provided by the Youth Council of Cartagena and also it will be avaliable on the website of the festival www.muchomasmayo.com

A photocopy of the ID Document or Passport of the Author/s of the project.

A curriculum of the applicant/s has to be type written or printed.

Detailed project of the proposed activity:

*Artistic discipline
*Project characteristics
*Duration
*Date and place for the work that is proposed.
 
GENERAL CONDITIONS

What is also necessary is a finished description of the activity that is proposed, of no more than 200 words which will be used to create the programme and the catalogue of the festival.

Technical necessities and materials that are needed for the finishing of the project keeping in mind that safety measures are met throughout the whole festival.

A detailed description of the assembly. The assembly and disassembly of the artworks is the responsibility of the artist. The Youth Council will give support and advice in these tasks, but is not responsible for the artworks that are not disassembled 48 hours after the finalization of the festival.

In the same manner, the artist or artists have to specificate whether the artwork will belong to the Youth Council after the festival; or if the artist will keep the artwork after the disassembly.  

The estimated budget, broken down and detailed of the development and posterior assembly of the artwork/activity, and that the Youth Council, as a organized entity assume all the costs derived from the production, consumable necessary materials for the finalization of the project, transport and assembly of the selected projects. These concepts have to be clearly indicated and budgeted -- attaching the invoices -- and respond to the real necessities, excluding the payment related to artist´s fees.

The amount for financing each selected project will be established by the Youth Council, in function of the necessities that are specified in the project.

Once the budjet is approved, it will be vouched for the benefits the 75% of the accepted amount.
Following the finalization of the festival, and once the funds are justified, the second payment will come into effect -- the remaining 25% -- and has to be justified for the total expense through the presentation of the invoices and/or accountable  documents corresponding to the fulfilled payment, in a maximum time limit of a month after the festival.

Payment methods: To proceed with the payment, the banking details of the representative have to be sent to the Youth Council, by means of a model of acceptance for the finishing of the artwork with the budget estimated, facilitated by this Council.

In the case that the artwork is not finished due to the artist(s), or if the cost of the artwork is less than originally stated, the artist will have to return the money in total, or the difference.

It is permitted to include any information or documentation that will help the understanding or comprehension of the project (photographs, sketches, drawings...)

In the case that not all of the afor-mentioned information is recieved, the participation will be rejected, not introduced to the consideration of the judges.

SELECTION

The presented projects will be put under a process of selection by a Committee chosen by the Organisation, presided over by the Councilman of Youth and composed by professionals of recognised prestige of different artistic disciplines, and two technicians of the Youth Council . This committee will be made public in its time in the Website of the festival.

The Selection Committee will choose a number of projects that are considered convenient, evaluating the artistic quality, adjustment to the urban surroundings, complementariness between the different proposals and their material and economic viability.

When the projects have to occupy public spaces, it will be essential to obtain the necesary municipal permissions for the accomplishment and assembly of the works, that the Youth Council will manage.

The people in charge of the projects will commit themselves as far as possible to correct any deterioration that takes place in it´s work, guaranteeing that it/they will remain in perfect conditions during the time that the festival takes place.

The other spaces will be transacted by the own participants, counting when they need with the support and endorsement from the Youth Council to secure the corresponding permissions.

Once the selection of the projects is finished, the Council will summon a meeting, to meet with all the selected participants, where calendars; spaces; needs; the management of the spaces; places the activities will be realised… will take shape and other necessary points for the beginning of the anual festival 2010.  In all these cases an agreement will be met with the promoters of the activities, having been able to propose changes or
variations in the selected projects, for which it will successfully obtain the approval of the person in charge of the project. Supposing that the commitment between the implied parts is not met, the participation in the Festival will be cancelled.

PROMOTION AND ADVERTISING

After the accomplishment of the Festival the Youth council will publish a DVD catalogue  and, in it´s case in paper, where all the developed activities will be included.

The Youth Council of  reserves to the right of publication and reproduction of the selected artistic interventions in all those cases related to the promotion of the program, and will incorporate to its documentary and of public archive all the generated documentation. As far as audio-visual works a copy will be directly entered to form part of this archive.

The projects and the selected works will be property of the authors and the Youth Council will have First Option Right for its possible acquisition.

In this edition the festival is going to have a VIRTUAL SECTION  in the website.
 where  to  include certain projects wich must be specified in the registration form, as well as other selected projects that were chosen but not possible to make because of technical or economic dificulties

In this edition of the festival a VIRTUAL SECTION will be avalible where certain projects will be included  if specified in the registration form. The projects that are not possible to carry out due to technical or financial difficulties will have the possibility to be included in this section if an agreement is made between the author and the organisation committee.
 
OBSERVATIONS

The participation in this Festival supposes the complete acceptance of the content of its enrollment form. Any doubt on the interpretation of the same or any modification of these, will be solved by the Youth Council of the City council of Cartagena, that reserves the possibility justify of modifying some of the conditions of this enrollment form, which will be announced publicly.
